Title 36, section 143(b) of the United States Code states,
Wright Brothers Day commemorates the first successful flights in a heavier than air, mechanically propelled airplane, that were made by Orville and Wilbur Wright on December 17, 1903, near Kitty Hawk, North Carolina.
UPDATE: Subsection (c) of the aforementioned statute requests that the President issue a proclamation of Wright Brothers Day each year, and President Obama has complied.
